Candidate Responses

I received the follow response: "I have mixed feilngs about UTOPIA. I support the concept, but I have found the implementation to be less than disappointing.

I reside in West Valley City. Three years ago, we were assured that we would have UTOPIA service within the year, then UTOPIA decided to chase cities in Davis County, leaving service in WVC only partially completed. When I called UTOPIA this year about service for my neighborhood, they told me it wasn't going to happen because Qwest wouldn't let them use their poles. Qwest doesn't use poles in my neighborhood. Their cables are laid in the ground.

It appears that UTOPIA is following the path of the other quasi-governmental agency in Utah, UTA -- always asking for more money, always giving unsatisfactory service.

I really don't know how I would vote on this subject, if elected, but I am leaning toward withdrawing public support for both agencies.

As far as regulating Qwest and Comcast, the telephone wiring in my neighborhood has not been upgraded since it was first installed. I am on a duplexed line that only allows a maximum of 26400 bps on my modem. Comcast came here about ten years ago and sold telephone service to several neighbors. The service was abysmal and most dropped it within a few weeks. Suffice it to say, I am not pleased with the "ILECs" either.

With the new wireless frequency made available through broadcast television's switch to digital, land lines may become superfluous in a couple of years."

FreeUTOPIA Position on Candidate

Positive

This candidate is aware of the 700MHz frequency auction and is supportive of the general concept of UTOPIA. He also has a strong degree of dis-satisfaction with incumbent providers.

Mixed

While this candidate is currently dis-satisfied with UTOPIA, this is based on the delays and implementation rather than the concept. This position may change as the candidate becomes aware of the reasons for delayed construction.

Negative

This candidate is considering withdrawing public support for UTOPIA due to the delays in deployment in West Valley City and perceives that the delays are due to mismanagement. He also believes that the 700MHz band will obsolete fiber optics.

Overall Rating

Neutral (3/5). This candidate is supportive of the concepts behind UTOPIA but has been understandably frustrated by the delays in deploying service in their area.
